PROBLEM w/ CLEAN URLS during installation

i'm in the middle of a brand new installation of ProsePoint 0.35 on a new server (BlueHost). i can't get past the "Configure site" step because the installation thinks that my server does not support clean urls. according to a BlueHost tech support person and the documentation on the site, the mod_rewrite extension is already enabled by default AND mod_security is NOT running per the PP requirements. please help! thank you!
Hi,
If you can log into your site, check your status report at .../admin/reports/status, and also clear your site cache.
You are likely to have a filesystems permission issue.
When I try to load the css stylesheet for your site, I get 403 Forbidden.

this is what the report says... any guidance for how to load the css would be appreciated! thank you!

It is highly recommended that you set you PHP memory_limit to 96M to use ImageAPI GD. A 1600x1200 images consumes ~45M of memory when decompressed and there are instances where ImageAPI GD is operating on two decompressed images at once.

Hi,
Your status report shows up fine, so this is some sort of filesystem permissions issue. You'd need to ask your hosting provider.
Tell them you are trying to access the link
http://www.nsfreepress.com/prosepoint-0.35/sites/default/files/css/css_7...
but their web server is returning 403 Forbidden and ask them why their web server can't serve that file.
Also, you did clear your site cache, right?

i am on LiveChat right now with BlueHost... they said the permissions for the default folder are incorrect. will check that now. in the meantime, i have cleared site cache via /admin/settings/performance
will keep you posted.

i'm on a mac and it turns out that it was the "missing" .httaccess file that was the problem... now that this is fixed, somehow my site looks like there is no CSS formatting. should i open up a separate thread? http://www.nsfreepress.com/prosepoint-0.35/
sorry for all the questions. i've been desperately trying to move my PP site from one server to another and trying to start with a brand new PP installation on the new server. and on top of all this i'm a such a newbie to all the backend stuff. thanks for your help!
